HydroTerre Consultants, Inc. (HTC) is an independent consulting firm established to provide engineering services in the pre-investment studies, investigation, survey, planning, feasibility studies, detailed design, construction management, operations and maintenance of water and land resources development projects for public and private institutions and clients in the Philippines and in developing countries worldwide.

HTC specializes in irrigation, drainage, agricultural land development, watershed management, flood protection, water supply, hydropower, river basin development, multipurpose water resources infrastructure and related projects.

HTC is a Metro Manila based private corporation owned by individual shareholders including the firm's executives and key personnel. While HTC was organized only in October 1992, its incorporators and key technical staff have previously worked together as team members for many years on many successful irrigation, drainage, dams, canals, flood protection, roads, watershed management and multipurpose water and land resources development projects. HTC therefore was primarily conceived to preserve the expertise and continue the close and effective teamwork exhibited for a long time by its very enterprising founders and staff. In so doing, these professionals, through HTC, will be able to help in the country's efforts towards economic recovery and progress and also assist governmental and private sector clients in their technical and management requirements in the course of their developmental activities.

HTC's founding Chairman of the Board and President, Engr. Jose B. del Rosario, Jr., exemplifies the experience and expertise the firm offers its clients. Formerly administrator of the National Irrigation Administration of the Philippines, Mr. del Rosario brings to HTC his more than 34 years of experience in water and land resources development. Among his project involvements include irrigation and drainage schemes in practically every province of the country and some of the largest multipurpose water resources systems like the Pantabangan, Magat and Angat storage dams and integrated irrigation systems. In addition, he also infuses to the firm his many years of valuable working experience as an international engineering consultant. Mr. del Rosario's varied background, ranging from a government official responsible for developmental policy and programs formulation, implementation and management, and as the borrower-country's representative in foreign-financed projects, to being a consultant to the project implementing government agencies of other developing countries and as a consultant to international financing institutions, is a rare combination of experience and professional engagements which would undoubtedly be most useful to HTC in rendering advisory and consulting services to all types of clients.

HTC's other key staff and consultants are all similarly highly trained and well experienced in engineering and management consulting services in the Philippines and abroad. The varied work experience of these professionals in the identification, investigation, planning, design, implementation, operation and maintenance of various government and private sector programs particularly in the fields of public infrastructure, water, land and agricultural development will be very valuable in HTC's consultancy services. Of note among the many experiences of the HTC staff are their well known work in the areas of institutional development and participatory approach program in the formulation, implementation and operations of irrigation projects. In addition, the key staff and consultants of HTC have had vast experience in integrated area development and small scale rural improvement schemes promoting shared-management in implementation and operations between government entities with project beneficiaries. The key staff from the private sector are similarly experienced in wide range of private sector activities.
